Low-Income Toilet Program offered by Seattle Public Utilities

Offers free water-saving toilets to qualified low-income homeowners and low-income multi-family housing providers.   Based upon individual needs, qualifying customers may receive additional assistance with installation and other water conserving fixtures.

Application process

Call for program information. Tenants of low-cost housing may inquire, though landlords are encouraged to call as specific property details are required.

Fee

Call for information on installation fees.   Qualifying customers may receive additional assistance with installation.

Eligibility

Property must be located within Seattle Public Utilities' service area.   Homeowner household must meet income eligibility guidelines, earning at or below 80% of Area Median Income, or housing provider must serve tenant households that meet the same guidelines.  For free toilets, existing toilets must have been installed before 2004.

Offers recycling, composting, drinking water and water quality information, as well as brochures on environmental topics. Provides financial assistance to eligible customers.
