- 55 years of age or older or (if married) spouse is 55 years of age or older OR
- Permanently disabled AND
- Owner or renter and permanent resident of the residence and pay for the water billing directly
- Gross annual income from all sources less than $40,000.00 per year if single, or if married, combined income is less than $50,000.00 per year.
