Utility Discount Program (UDP) - Offers a rate discount for income-eligible Seattle City Light and Seattle Public Utilities (water, sewer, garbage) customers. Discount is approximately 50% for Seattle Public Utilities. UDP provides 60% discount on Seattle City Light bills and a 50% discount on Seattle Public Utilities bills. If a landlord pays all utilities, qualifying low-income tenants may still be eligible for utility financial help.

Offers reduced rates for water, wastewater, surface water and garbage for low-income older adults and customers who are permanently disabled.   A tax rebate is automatically issued to approved reduced rate customers and is also available for citizens that meet these reduced rate qualifications but do not receive a utility bill from the city.   Proof of payment of other utilities is required for this rebate (i.e. : PSE, Comcast, Qwest statements, etc. ).   The application deadline for a Utility Tax rebate is June 15 and must be re-applied for every year.

Offers an annual Utility Tax Relief Program for low-Income Burien households.   This program helps offset the impact of the City’s utility tax on telephone (not including cellular), cable television, and gas/electricity provided by Puget Sound Energy and solid waste and garbage provided by Recology CleanScapes.   Electricity, gas, solid waste and garbage: -  On behalf of eligible applicants, the city of Burien will contact Puget Sound Energy and Recology CleanScapes and have them take the utility tax charge off future bills. -  Adjustments are not retroactive. This tax relief is for the following year.   Telephone (not including cellular) and cable television:   -  Utility tax relief is available in the form of a reimbursement for taxes paid for a single residential telephone landline and for basic cable television services only.   -  Applications for this reimbursement cover taxes previously paid for the year. Checks will be mailed out by mid-February.

For households residing in a multifamily residential unit with utility costs itemized into their rental agreement or rental bill: - A rebate for applicable city-owned utilities based on the utility payment amounts specified in the rental agreement or bill. For households residing in a multifamily residential unit with utility costs included in the rental amount: - A rebate for applicable city-owned utilities based on the residential unity size.
