Utility Rate Relief: The City of Bellevue offers low–income seniors (62 and older) and low–income permanently disabled persons relief on their utility costs for water, wastewater and drainage. Rate Relief offers up to 75 percent off utility costs for seniors and permanently disabled persons who meet specific residency and income guidelines. Program applies to citizens that pay for their utility costs directly to the city and to those who pay their utility costs through rent or other third party.   Utility Tax Relief: Bellevue’s Tax Relief Program offers a year-end rebate check for a portion of the Utility Occupation Taxes paid to the city. This program is open to persons living in the service area of Bellevue Utilities that meet low–income guidelines. Emergency Assistance Offers a 100% discount on a basic level of service (benefit not to exceed $289 per bill) for up to 2 bills (4 months) of utility service charges if experiencing a one-time financial shock that interferes with the household’s ability to cover basic needs. This assistance is available once every 3 years.

Offers a water rate reduction of about 50% off of the base rate to low-income older adults and those who are permanently disabled. The regular base rate is $70.90 bi-monthly, and the low-income base rate is $26.25.

Offers financial assistance of a 75% discount off the minimum water and sewer billings for qualifying senior citizens. Also excludes participants from paying the storm-water fee.

Provides a 50% utility discount for water, sewer, stormwater and solid waste services for low-income older adults as well as low-income customers who are permanently disabled. Must be renewed annually.

Provides a $16 discount off the cost to dispose of garbage and/or each type of recyclable material to those currently enrolled in ProviderOne, EBT or Orca Lift.

Offers utility rate reductions of up to 50% for water, sewer and stormwater charges for qualifying residents. If a low-income household includes a home kidney dialysis patient, a water-only rate discount is available.

Offers a 15% utility discount to older adults and people with disabilities for water, sewer, and storm water services.

Provides discounted pricing for qualified internet services to eligible low-income and Tribal households through the federal Lifeline program.

Offers an annual Utility Tax Relief Program for low-Income Burien households.   This program helps offset the impact of the City’s utility tax on telephone (not including cellular), cable television, and gas/electricity provided by Puget Sound Energy and solid waste and garbage provided by Recology CleanScapes.   Electricity, gas, solid waste and garbage: -  On behalf of eligible applicants, the city of Burien will contact Puget Sound Energy and Recology CleanScapes and have them take the utility tax charge off future bills. -  Adjustments are not retroactive. This tax relief is for the following year.   Telephone (not including cellular) and cable television:   -  Utility tax relief is available in the form of a reimbursement for taxes paid for a single residential telephone landline and for basic cable television services only.   -  Applications for this reimbursement cover taxes previously paid for the year. Checks will be mailed out by mid-February.

Provides ongoing help with monthly energy bills. Depending on your household income and household size, residential customers can save 5% to 45% a month on their bills. Amount of discount is based on several factors: - Household’s income - Number of people in household - County of residence Eligible applicants will be placed in one of six discount tiers. Also provides help for paying existing electric or gas bills through the Home Energy Lifeline Program (HELP). Those who qualify may receive up to $1000 in credit to their account.

Offers a low-income discount program for sanitary sewer ratepayers residing within the city’s sanitary sewer service area.  The discount is equal to a 50% reduction in the rate payer’s bi-monthly residential sewer bill.

Offers a reduction in the flat rate for customers who are low-income older adults or customers who are permanently disabled.

Offers reduced water, sewer and garbage rates for qualifying households. For households who are directly billed by the city as a customer: - Reduced income water rates are 50% of the basic water charge. Consumption is charged at the normal rate. - Reduced sewer rates are 75% of the basic charge. Normal rates apply to usage above the basic rate. - Solid waste rates for qualified low-income single family residential customers is 60% of the regular solid waste rates for each service level. For households residing in a multifamily residential unit with utility costs itemized into their rental agreement or rental bill: - A rebate for applicable city-owned utilities based on the utility payment amounts specified in the rental agreement or bill. For households residing in a multifamily residential unit with utility costs included in the rental amount: - A rebate for applicable city-owned utilities based on the residential unity size.

Processes applications for 30% discount off Limited Cable or the Limited Cable portion of a digital cable plan through Comcast.

No credit checks; no term contract; no installation fee; speeds of up to 75 Mbps.   Participants may also purchase a computer at a subsidized price at initial enrollment and will be eligible for free Internet training - online, in print and in person.

Provides assistance with city water, sewer line maintenance and stormwater charges to low income customers.   Additionally, assistance is available for Emergency Medical Services charges for Medicaid eligible persons receiving in-home care. Offers a 75% reduction in water consumption charges, sewer line maintenance, and storm and surface water charges. (Note: The discount does not apply to water meter, King County Sewer, or EMS charges. )
